Harris, who helped write the original ban into law, has called the products "intoxicating, unregulated, and widely available" in social media posts and local media interviews.
House GOP leaders face a difficult floor path. Twenty-one Senate Republicans, roughly 40 percent of that chamber's conference, voted against tabling an amendment to strip the delay in August, a split Roll Call cites as a likely proxy for House Republican sentiment. Leadership could bring the funding bill up under a normal rule, risking a Freedom Caucus revolt, or under suspension of the rules, which would require substantial Democratic support.
Separately, the Congressional Research Service reported August 18 that the FDA still has not published legally required lists of known cannabinoids or guidance defining hemp product "containers," more than six months after a February 10 statutory deadline, Marijuana Moment reported.
