Washington's hemp beverage bill has drawn no committee action since a July hearing even after the DC Alcoholic Beverage and Cannabis Board's recess ended, in an otherwise news-free week for South Atlantic hemp beverage law and business.
SOUTH ATLANTIC, September 16, 2026: Washington's Medical Cannabis Beverage Product Amendment Act of 2026 has drawn no committee markup or Council floor vote since its lone public hearing in July, according to the DC Council's own legislative record, even after the Alcoholic Beverage and Cannabis Board's recess, previously cited as a procedural hold on the bill, was slated to end September 15. The measure, introduced by Mayor Muriel Bowser, would establish a regulated retail channel for hemp-derived THC beverages in the District; it has sat without further action for more than two months.
In Virginia, the Cannabis Control Authority's board met September 9 as anticipated, but the session addressed only draft regulations for the state's forthcoming adult-use marijuana retail program, licensing, cultivation tiers, packaging and a 350-store statewide cap ahead of sales beginning July 2027, not the hemp beverage market. No hemp-specific action came out of the meeting. The state's 2mg total THC per package cap, in effect since August 15, remains unchanged, and it is still unconfirmed whether the seven hemp businesses that lost their bid to block it will appeal U.S. District Judge Robert Ballou's ruling to the Fourth Circuit.
No other South Atlantic state, North Carolina, South Carolina, Georgia, Florida, Maryland, West Virginia or Delaware, logged hemp beverage regulatory action or confirmed industry news (a product launch, distribution deal, retailer move or lab development) this week. North Carolina's House Speaker Destin Hall still has not announced the membership or first meeting date of the working group he promised on House Bill 328, tabled until lawmakers return in November.
Looking ahead, the region's open questions remain the same: whether Virginia's plaintiffs appeal to the Fourth Circuit, whether North Carolina's working group is formally announced before November, and whether the DC Council schedules any action on B26-0654 now that the board recess cited as a hold has passed.
