Nevada Hemp Panel Recommends Statewide 21+ Age Limit, Registration

A Nevada regulatory subcommittee delivered recommendations for a statewide 21-and-older age limit and mandatory product registration for hemp beverages, while California's dosing and labeling bills remain unsigned with a September 30 deadline approaching.

Key Facts

WEST, September 21, 2026: Nevada's Cannabis Advisory Commission received a 31-page report September 14 from its Consumable Hemp Subcommittee, recommending the state adopt a statewide 21-and-older age limit for intoxicating hemp-derived cannabinoid products sold outside the regulated marijuana system, according to The Marijuana Herald. The subcommittee, formed under a mandate in Assembly Bill 76 and working for roughly six months, also recommended mandatory registration for hemp product manufacturers, whether based in Nevada or out of state, and for the products themselves before they can be sold or delivered to Nevada consumers.

Under the proposal, in-person retailers would check identification while online sellers would need to electronically verify a buyer's age, and deliveries would require confirming the recipient is at least 21. The report now moves to the full Commission, which must submit its report and legislative recommendations to the 2027 Nevada Legislature by November 9, ahead of the 84th legislative session.

In California, Assembly Bills 2250 and 2532 remain on Governor Gavin Newsom's desk. Neither bill appeared among the signings or vetoes in his two most recent legislative updates, issued September 18 and September 20, leaving his September 30 deadline to act as the state's next hemp-beverage-related date. AB 2250 would exclude CBN isolate from AB 8's "concentrated cannabis" definition; AB 2532 would set new dosing, labeling, and packaging requirements for multi-serving cannabis beverages.

In Arizona, the Court of Appeals has yet to rule on the Hemp Industry Trade Association's special action challenging Attorney General Kris Mayes' dispensary-only enforcement position, a wait that has now stretched to roughly nine weeks.
