Newsom Signs Bill Excluding CBN Isolate From California Cannabis Definition

Governor Gavin Newsom signed AB 2250 on September 27, resolving a months-long question over how California treats CBN isolate under its cannabis concentrate law, while a companion beverage-labeling bill remains unsigned two days ahead of its deadline.

Key Facts

WEST, September 28, 2026: California Gov. Gavin Newsom signed Assembly Bill 2250 on September 27, excluding CBN isolate from the state's definition of concentrated cannabis under AB 8, effective January 1, 2028, according to the Office of the Governor and The Marijuana Herald. The bill, authored by Assemblymember Cecilia Aguiar-Curry, D-Winters, passed both legislative chambers unanimously before reaching the governor's desk.

Beyond the CBN exclusion, AB 2250 revises the state's cannabinoid enforcement provisions, giving regulators expanded authority to seize noncompliant products, and bars marijuana sales at retail locations that also sell tobacco. It further strengthens track-and-trace tracking requirements spanning cultivation, harvest, processing, manufacturing, distribution, inventory and sale.

AB 2250's companion measure, AB 2532, which would require a national Poison Help line number, a multi-serving dosage notice and free measuring instruments on multi-serving cannabis beverages, has not appeared in any gubernatorial signing or veto announcement through September 27, according to California NORML's legislative tracker. The bill faces the same September 30 deadline that AB 2250 just met, leaving its fate to be decided within days.

Elsewhere in the region, Arizona's Court of Appeals has gone roughly ten weeks without ruling on the Hemp Industry Trade Association's challenge to Attorney General Kris Mayes' dispensary-only enforcement position, according to State Affairs Pro. Nevada's Cannabis Advisory Commission has yet to act on the Consumable Hemp Subcommittee's September 14 report recommending a statewide 21-and-older age limit and mandatory product registration, which is due to reach the 2027 Legislature by November 9.
