Newsom Signs California Multi-Serving THC Beverage Labeling Bill

California Gov. Gavin Newsom signed AB 2532, requiring free measuring devices, serving-size markings and a Poison Help number on multi-serving cannabis beverages starting July 1, 2027.

Key Facts

WEST, October 5, 2026: California Gov. Gavin Newsom has signed Assembly Bill 2532, which will require retailers to give customers free measuring devices when they buy multi-serving cannabis beverages, according to Marijuana Moment and The Marijuana Herald. The requirements take effect July 1, 2027.

The bill, authored by Assemblymember Jacqui Irwin, D-Thousand Oaks, passed the Senate 40-0 on Aug. 27 and the Assembly 74-0. Manufacturers must supply devices that hold at least one fluid ounce and measure to the nearest tenth of an ounce. Labels must identify a product as multi-serving and state serving sizes in fluid ounces, and transparent containers must carry clear lines marking individual servings.

Edible and beverage labels and inserts must also carry the toll-free national Poison Help line number, and marketing a multi-serving drink as a single-serve product is prohibited. California's existing 10-milligram THC per-serving limit remains in effect, according to The Marijuana Herald. Coverage of the bill addresses marijuana-licensed products and does not separately address hemp-derived beverages.

Sources differ on the signing date. Marijuana Moment reports Sept. 30, the governor's deadline; The Marijuana Herald reports Oct. 1; MMJ Daily reports Oct. 2. The bill was signed in a batch that included two other cannabis measures on product testing and consumer information access, according to MMJ Daily.

AB 2532 follows AB 2250, which Newsom signed Sept. 27 and which excludes CBN isolate from the state's concentrated cannabis definition effective Jan. 1, 2028.

In Arizona, the Court of Appeals has not ruled on the Hemp Industry Trade Association's challenge to Attorney General Kris Mayes' dispensary-only enforcement position, and Nevada's Cannabis Advisory Commission faces a Nov. 9 deadline to send its Consumable Hemp Subcommittee recommendations, including a 21-and-older age limit, to the 2027 Legislature.
